About The Role:
The Project Manager will support electric vehicle voucher processing by overseeing various vehicle incentive software development projects. Reporting to the Technical Program Manager (Brandon Lightbourne), this individual will also manage Data Insights and Analytics team projects focused on medium, heavy-duty, bus, and innovative mobility electric vehicle deployment. As a key player in the Tech Team within DnA, the Project Manager will lead the everyday management of HVIP voucher processing projects, with a focus on software development, data collection efforts, and process improvements. Utilizing both Waterfall and Agile framework and Jira, this role will facilitate meetings, coordinate across multiple teams, and ensure successful project outcomes through strong communication and a shared team vision.
This role is integral to driving the success of current and future HVIP projects over the next 2-3 years. The Project Manager will uphold project scope, manage budgets, allocate team resources, and ensure compliance with reporting requirements. Additionally, they will document technical requirements and policy changes, while synthesizing data results and software processes for broader dissemination to stakeholders in the transportation industry. A technical background is preferred to effectively support data-driven projects and drive market acceleration in the electric vehicle space. What You’ll Do:
Lead HVIP Voucher Processing Projects: Oversee and manage electric vehicle voucher processing projects, ensuring timely delivery, budget adherence, and alignment with the organization’s goals. Support software development efforts and data collection to enhance project outcomes.
Facilitate Cross-Functional Collaboration: Work closely with the Data Insights and Analytics (DnA) team, developers, business analysts, and stakeholders to coordinate across multiple teams and departments, ensuring smooth execution of project tasks.
Manage Agile Projects Using Jira: Utilize the Agile framework and Jira to track project progress, run sprints, facilitate daily stand-ups, and manage the backlog. Ensure that teams stay on task and that roadblocks are quickly identified and removed.
Document Technical Requirements & Policy Changes: Capture and maintain detailed documentation of policy changes, technical requirements, and project status. Ensure that documentation is up-to-date and accessible for both internal teams and external stakeholders.
Support Stakeholder Engagement: Regularly interact with external stakeholders, including government agencies and transportation industry partners, to gather feedback, share data insights, and disseminate project findings to drive market acceleration for electric vehicles.
Drive Process Improvement: Identify opportunities to streamline project processes, improve team collaboration, and increase efficiency through Agile practices, meeting facilitation, and continuous improvement initiatives.
Provide Team Leadership: Guide and mentor team members, ensuring alignment on roles and responsibilities, while promoting a positive and results-driven team environment. Work alongside the Business Analyst to ensure that all technical requirements are well-defined and met.
Synthesize and Share Data Insights: Analyze and synthesize project data and outcomes, presenting findings to stakeholders to help influence policy decisions and market strategies for sustainable transportation.
What You’ll Bring to the Table:
Education and Certifications: Bachelor’s degree in Business, Information Technology, Engineering, or a related field. PMP (Project Management Professional) certification or equivalent is preferred. Agile or Scrum certifications are a plus.
Experience: Minimum 5 years of project management experience, specifically in software development projects, with a focus on data-driven initiatives. Experience working within the electric vehicle or sustainability sector is highly desirable.
Project Management Skills: Strong experience with project management methodologies (especially Agile) and tools like Jira. Proven ability to manage project scope, budget, and timelines across multiple teams and stakeholders.
Technical Proficiency: Familiarity with Salesforce or similar CRM systems, data analytics platforms, and software development processes. Experience managing projects that involve data collection and analysis is a strong advantage.
Leadership and Communication: Excellent leadership, communication, and interpersonal skills. Proven ability to guide teams through complex projects and communicate with both technical and non-technical stakeholders. Experience facilitating meetings and driving alignment across departments.
Problem Solving & Analytical Skills: Strong problem-solving skills and the ability to synthesize data into actionable insights. Capable of balancing technical requirements with business goals to ensure successful project outcomes.
Process Improvement Mindset: Demonstrated ability to identify and implement process improvements, ensuring continuous enhancement of workflows and project delivery.
Stakeholder Management: Experience engaging with external stakeholders, including government agencies or partners in the transportation sector, and communicating project findings or technical requirements clearly and effectively.
$105,630 - $120,260 a year
CALSTART values transparency and strives to provide as much information regarding compensation as possible. The complete salary range for this role is $105,630 - $120,260. Pay is determined based on several factors, including but not limited to job-related skills, qualifications, experience, education, internal equity and other factors relevant to the job.
